Read those two sentences over and over until you understand how they contradict one another.  I’ll wait.

Has it dawned on you yet?  Read it a few more times.  I’ll wait.

Still don’t see the problem?  OK, I’ll lay it out for you:  if the only reason this guy “hangs around so much” is that he wants sex, then he’s not being a close friend, he’s being a liar, which is no kind of friend at all.  Friends are happy being friends, and if they see things moving towards sexuality they pause and consider the fact that they’re risking seeing the friendship end if the sexual relationship goes poorly.  Friends value the friendship sufficiently that they are not bothered that it is not sexual.

Those who fail to grasp this fail to grasp friendship.

Quite intelligent of the woman in question to see through this con artist’s line and make it clear from the outset that it’s not going to fly.  She isn’t telling him anything about how great his resume is, quite the contrary.
